Originating within the ranks of the New York City Fire Department in 1948, the Halligan tool was born out of necessity. Recognizing the need for a multipurpose tool that could breach doors, pry open windows, and perform a myriad of other tasks, a visionary firefighter named Hugh Halligan set out to engineer a solution.

From its humble beginnings, the Halligan tool quickly gained recognition, finding its way into fire departments nationwide and beyond. Law enforcement agencies and military forces adapted it to suit their specific needs, spawning numerous variations tailored for different tactical disciplines.

Today, the Halligan tool stands as a symbol of innovation and reliability, its presence ever-present in tactical environments worldwide. Beyond its practical utility, it embodies the spirit of camaraderie and collaboration intrinsic to the fire and tactical community.

In 2010 Council Tool Company launched our version of the Halligan tool.  The one-piece forging was one of the most difficult tools we made.  Years and many forgings later, we have fine-tuned the manufacturing process and with the help of several top trainers in the USA, we have dialed in the design to offer one of the best tools on the market.  Our “Tuned and Dressed” Halligan comes with the forks thinned out and dressed with door marks on the fork and pry ends. 

While our primary focus is on fire-fighting, we offer a tactical version of our Halligan for law enforcement. We have been proud to supply these to many fire-fighters, local and state Police and Sheriff Departments, the FBI and even the IRS!!!
